Civil Servant Wages is a State Power Policy. It becomes available after researching the Governance Knowledge.
Civil Servant Wages allows for direct payment to all State workers. Without this policy, most state workers will not earn any money unless their provided service is set as a State Resource. By activating this policy, state workers can be paid a flat wage instead, allowing more control over their income and simplifying the payment process. Note that some state workers like Teachers already provide profitable services but still receive state wages while this policy is active.
