Democracy is a Power Policy.
To enable this policy, you must have the City State policy active, and have the Agora 3 building in your Capital.
Democracy also replaces the Leadership policy.
The military support bonus increases the amount of troops territories can support without penalties, not the military support portion of legitimacy
Consequences[]
Enabling democracy is a revolutionary step for the nation and has some far reaching consequences. Before enabling this policy be aware of them, especially considering the fact that revoking it comes with 40 conflict penalty. If you are unprepared for them when enabling this policy then it's entirely possible your nation will fall apart because of this single action
- Many policies relying on Leadership will be disabled (if you have them enabled) and become unavailable (not a full list):
- Political Bribes
- Nepotism
- Privileges (which may cause potential waste issues with your officials becoming poorer)
- Council
- Ministry
- Superior Leader
- Court
- Lawmaking
- Aristocracy
- Agricultural Levies
- It will reduce the number of your Expansion Points by 5-6
- -2 from the policy itself
- -2 which was provided by Leadership
- -1 which was provided by Council
- -1 which was provided by Ministry
- It will reduce your State Power production.
- Your legitimacy may change
- If you have the For the Elites policy enabled then Oligarchs' importance will be reduced by 1 to 0.8 and their number will decrease. If you don't have the policy enabled then Oligarchs, and their impact on legitimacy, will be removed completely.
- With political bribes and Aristocracy gone it would probably be hard to keep remaining oligarchs happy, so you will most likely want to disable For the Elites anyway
- Together with democracy you will want to enable By the People policy, granting you 50 legitimacy (40 if you still have For the Elites)
- Depending on how much you relied on legitimacy from Oligarchs your total legitimacy may rise or drop
- If you have the For the Elites policy enabled then Oligarchs' importance will be reduced by 1 to 0.8 and their number will decrease. If you don't have the policy enabled then Oligarchs, and their impact on legitimacy, will be removed completely.
- Apart from legitimacy there are other factors impacting your loyalty.
- With Agricultural Levies gone your farmers will stop generating unhappiness
- Conflict from Nepotism, Privileges and Aristocracy policies will be gone (if you had those policies enabled before switching)
- Loyalty penalty from privileges will be gone
- Lower State Power production will reduce loyalty
- Your economy will be affected
- With no Leadership policy the leader will be gone, and leader contributions will be gone from the budget as well, potentially lowering your income
- With no Agricultural Levies you may suffer increased costs of purchasing produce from your farmers, while making your farmers richer
- With no Political bribes your wages will decrease
- With no Privileges more wealth will be left for your population, potentially increasing MuV
- You will gain some workforce, as leader, oligarchs and some officials are removed
