State culture is the Culture of Porcos whose culture matches that of the state that governs them. Each percentage point of state culture above 50% increases a territory's Loyalty by 2, while each percentage point below 40% decreases that territory's loyalty by 2.
The farther a territory is from the capital, the less state culture each Porco will produce. Culture producing buildings such as the Forum produce state culture.
