State Workers are workers that are directly employed by the state for government purposes. They are employed in the buildings under the Government tab in the building menu.
For the most part, state workers do not earn money for the services they provide unless the service is set as a State Resource. State workers may also be paid by enabling the Civil Servant Wages Policy. Enabling Civil Servant Wages causes state workers to be paid directly from the treasury, rather than requiring state buying of the service they produce. Paying certain state workers a flat wage rather than state buying their service may be cheaper at larger quantities of service produced, while other state workers like Teachers already make a profit on their services and do not necessarily require state wages.
