Waste represents incomes lost to tax fraud, bad management, corruption and 'black economy'
It depends on:
- Local administration - Waste caused by a weak or negative local administration.
- State's corruption - Corruption of state because of a weak or negative state power.
- Population's corruption - Corruption and waste from total population in the region.
- Waste reduction services - Waste reduction from active services such as Tax collection.
- Policies - some policies have a fixied modifier to Waste
- State officials social class - when wealth or live quality of Officials is low comparing to the other porcos in that area they become more corrupt, but when they are superior to general population they tend to fight corruption instead (varies between -25% and +25% corruption)
Waste is present in all of exchange in state <=> people relation, due to waste the price of any product is bigger than the original.
Example:
- If you want to buy tools and such you'll simply have to pay waste,
but if this resource is state owned then you will not pay any waste. So basically it means you decide which resources you want to pay potential waste on. If you make resource a state resource then you can transfer it manually with no penalties.- if you make food a state resource to do that as well, you'll however be hit by waste when reselling it to your population, making it less interesting.
